Amy Vorachek began her career with the North Dakota Department of Corrections and Rehabilitation (DOCR) as Parole Officer serving in the role as the department’s Crime Victim Coordinator. In 2008, she was hired by the FBI's Criminal Justice Information Services Division (CJIS) to implement and manage the Statewide Automated Victim Information and Notification system. She returned to the DOCR in 2011 to accept the position as the Director of Administrative Services where her responsibilities included oversight of North Dakota’s Interstate Compact Unit, Victim Service Grant Programs, Victim Compensation and Case Planning for newly incarcerated individuals. She was appointed as North Dakota’s IC Commissioner in 2017.

 

Vorachek graduated from the University of North Dakota in 1997 with a degree in Criminal Justice.

Sally Kreamer was appointed as the deputy director for Community-Based Corrections for the Iowa Department of Corrections in 2015. Prior to that, she served as the director of Community-Based Corrections for the Fifth Judicial District Department of Corrections Services, providing pretrial, probation, parole, and work release services. An evidence-based practitioner and educator, Ms. Kreamer worked with parole boards, judges, colleges and universities, faith-based community members, and other community providers on the implementation of research-informed practices that were trauma-informed, culturally diverse and gender-responsive. She published several articles and manuals in the field of probation and parole and has served on many boards, including the National Alliance on Mental Illness, Iowa Correctional Association, and the Criminal Justice Advisory Board. Ms. Kreamer obtained her bachelor of science from Iowa State University and her masters of science from the University of Cincinnati.

Melissa M. Smith graduated with a bachelor’s degree in social work in 2003 from Bradley University, working in the field of social work until she began her career in community correction in 2005 under the probation division. While working in the probation division she served as a juvenile and adult probation officer.  Ms. Smith was actively involved in the Illinois Probation and Court Services Association from 2005 until 2014.  Her involvement included being a committee member, chairing the Membership Committee, and serving on the Executive Board for four years as the treasurer.  In 2014, Ms. Smith was hired by the Illinois Department of Juvenile Justice as a Juvenile Justice Youth and Family Specialist in the Aftercare Division, commonly known as juvenile parole.  While working for the Illinois Department of Juvenile Justice she obtained a master’s degree in psychology from Northcentral University and took on additional duties including being assigned to the intensive supervision unit, managing the adult suspend status caseload, providing training, participating in the trauma-informed aftercare committee, and being the back-up for the Juvenile Interstate Compact Commissioner for approximately seven years. Ms. Smith was appointed as the Illinois Interstate Compact Commissioner with the Illinois Department of Corrections in August of 2023.

Mary Kay Hudson is the Executive Director of Court Services for the Indiana Judicial Center, an agency of the Indiana Supreme Court. Her responsibilities include implementing statewide judicial initiatives in problem solving court legislation, rules, policy, education and certification. Ms. Hudson is a governor’s appointee to the Commission for a Drug Free Indiana and serves as co-chair of the Consortium of State Drug Court Coordinators. Ms. Hudson obtained a Bachelor’s Degree in Criminal Justice and Biology and a Master’s Degree in Social Work from Indiana University.

In 1992, Russ Marlan began his career with the Michigan Department of Corrections as a parole officer in Detroit, supervising a variety of paroled offenders.

 

In 1998, Russ was promoted to parole/probation office supervisor at the state’s Special Alternative Incarceration (boot camp) Program. In 2000, he was promoted to program manager of the boot camp and was responsible for offender intake, education services and treatment, and programming at the facility.

 

In 2002, Russ began working in the Department’s public information office and assumed the role of Public Information Officer in 2006. In March 2010, he was promoted to the position of Administrator of the Executive Bureau where he served as Chief of Staff to the Department Director and managed the Legislative Affairs Section and the Public Information Office.

 

In July 2014, Russ was assigned as the Administrator for Regions 1-9 of Field Operations Administration. Here, he was responsible for the administration of parole and probation staff and daily operations in 80 counties throughout the State.

 

On October 1, 2014, Russ was selected as the Interim Deputy Director of Field Operations Administration and was appointed to the position in December 2014. As Deputy Director, he oversees statewide parole and probation staff working at 105 field offices, the Parole Board, the Absconder Recovery Unit, the Electronic Monitoring Center, the Detroit Reentry Center, and the Detroit Detention Center.

 

Russ graduated with a Bachelor of Arts in Criminal Justice from Michigan State University.

Tracy Hudrlik graduated from University of Wisconsin-Platteville with a Bachelor of Arts Degree in Criminal Justice. She began her career with the Wisconsin Department of Corrections in 1993 as a Probation and Parole Agent. She moved to Minnesota and was employed as a Probation Officer there from 1995-1999. Returning to Wisconsin in 1999, she has served as Probation and Parole Agent, Staff Program Development Specialist, 2nd Chance Act Coordinator and Reentry Employment Coordinator before holding her current position as Corrections Services Supervisor/Interstate Compact Administrator. Tracy served as the the Interstate Compact Administrator/Corrections Services Supervisor for the Division of Community Corrections from May 2013 to March 2017. In this capacity, Tracy oversaw the Interstate Compact functions and served on the Rules Committee. In addition to interstate compact, Tracy was responsible for the development and oversight of offender programming, education, employment and reentry activities for the Division of Community Corrections. Tracy also represented the Division on several work groups and planning committees that guide the implementation of evidence based practices and initiatives. Tracy currently serves as Minnesota's Interstate Commission Deputy Compact Administrator.

Sally Reinhardt-Stewart is the Compact Commissioner for the state of Nebraska, having been appointed in October 2020. She also serves as the Deputy Compact Administrator for Parole, having been appointed in August 2009. She has been a member of the ICAOS Training, Education, & Public Relations Committee since 2014 and is also a member of the ICAOS Compliance Committee.

She began her career in Nebraska Corrections in 1984, serving as an assistant to the Director for nearly 22 years. From mid-1998 to June 2006, she served as the Department’s Legislative Liaison. She accepted a position with the Washington Department of Corrections as Special Assistant to the Secretary and was with that Agency from June 2006 until March 2008, serving as the Agency’s Legislative Liaison and as Constituent Services contact with the Legislature. She returned to Nebraska Corrections in May 2008 and in October of that year joined the Parole Compact Office at the time the new Interstate Compact Offender Tracking System (ICOTS) was implemented. In July 2016, Parole was placed under the authority of the Nebraska Board of Parole as a result of legislation that passed in 2015.

Ms. Reinhardt-Stewart is a member of the American Correctional Association (ACA) and was a recipient of an Excellence in Leadership Award for the state of Nebraska in 2018. Sally is a graduate of Kansas City Business College.

Katrina Ransom started with the Adult Parole Authority as a Parole Officer in Delaware County in 1994. She went on to hold several positions within the Division of Parole and Community Service to include Parole Supervisor, Deputy Superintendent, Deputy Compact Administrator, Regional Administrator and most recent position Superintendent. Prior to starting with the Adult Parole Authority, Ransom worked for Alvis, a halfway house that serves adult male and female returning citizens in Columbus, Ohio.

 

She retired from the Ohio Air National Guard with 21 years of service in September 2011.

Brad Lewandowski started with the South Dakota Department of Corrections in 1994 as a parole field agent covering a rural caseload.  In 2002, he was promoted to regional supervisor and served as the Safety, Training and Staff Development chair until 2015.  In 2015, he was appointed as the Director of Field Operations for the state overseeing all field operations, training and policy development.  Brad's most recent appointment as Parole Director in 2020, also includes the role as Executive Director of the Board of Pardons and Paroles along with being the Interstate Compact Commissioner for South Dakota.  Brad holds a Bachelor's degree in Sociology and Criminal Justice from Northern State University.

Joselyn López was appointed as Interstate Compact Administrator for the State of Wisconsin in June 2017. She has been a member of the ICAOS Information Technology Committee since 2017, joined the Rules Committee in 2018, and was appointed as chair of the Training Committee in 2019.

López began her career at Wisconsin Community Services as a case manager for juveniles. She transitioned to working with adults in the private sector for 10 years for a non-profit organization where she managed community correctional services. López joined the Wisconsin Department of Corrections in 2010 as a Program and Policy Analyst where she developed evidence based programming for offenders and trained staff on evidence based practices. She is a trainer for Trauma Informed Care in the Criminal Justice System and Risk Reduction Strategies in community supervision. During her years as a Corrections Field Supervisor (2013-2017), she served on the Dane County’s OWI Advisory Board where she lead risk reduction supervision strategies and provided oversight to correctional services.

In her current position as Corrections Services Supervisor, López continues to provide a positive impact on others by providing statewide oversight of offender programming, staff education, employment programming, and reentry initiatives. She also serves as the Chair for the Evidence Based Decision Makers Committee.

Throughout her established and dedicated career, López has committed herself to Evidence Based Practices and demonstrated the ability to work effectively working with diverse groups and populations.

López has a Bachelor of Arts in Criminology from Marquette University and a Master of Science in Criminal Justice Administration from the University of Wisconsin.
