Dale Crook has over 20 years of service with the Vermont Department of Corrections. He has held many different positions within the department and began his career as a correctional officer. He then moved out into the world of community corrections as a community corrections officer followed by being a probation officer. In 2008 he began working in the Central Office in policy development and managing the Interstate Compact of Adult Offender Supervision (ICAOS) for the VTDOC. In 2010 he was hired as the Director of Classification. He has been in his current role as the Director of Field Services since 2011. His responsibilities include the supervision of 10 Probation and Parole District Offices, which supervise 7,700 offenders on 11 different legal statuses. He is the East Region Chair for ICAOS and a member of NIC’s Probation and Parole Executive Network.

 

He has a BA from Champlain College in Law Enforcement and a MSA from St. Michaels College.

Gary Roberge is the Executive Director for the State of Connecticut – Judicial Branch’s Court Support Services Division as well as the Commissioner of Interstate Compact for Connecticut. He has over 29 years of criminal justice experience within the Branch. Prior to obtaining supervisory and managerial positions, his career began with the Office of the Chief Bail Commissioner as a line officer providing direct service to the courts.

Mr. Roberge received a Bachelor of Science Degree from Eastern Connecticut State University and Master of Public Administration Degree from the University of Hartford. He is also an adjunct professor in the Central Connecticut State University Criminology Department.

Deputy Chief Heidi Collier completed her Correctional Officer training in 2003 and was assigned as an Officer to multiple security posts at James T. Vaughn Correctional Center.  In 2008 she completed Basic Officer Training Course and was assigned as a Probation Officer to the Domestic Violence Unit in the Hares Corner regional probation office.  In 2011 she was promoted to Senior Probation Officer and was assigned as reentry coordinator for Kent County where developed and implemented procedures to guide reentry services, supervision and referrals to community-based treatment and social services in collaboration with state and non-profit partners.  In 2017 she was promoted to Probation and Parole Supervisor with responsibility for intake, reentry, interstate compact and institutional release across Kent County.  In 2018 Collier was named the Department’s statewide Director of Classification and Special Programs.  In this leadership position she has engaged with leadership and staff across all DOC facilities and bureaus, the courts, and treatment and program providers to direct the DOC’s classification system which assesses offender risks and treatment needs, makes security classification and inmate housing assignments, makes training and treatment program recommendation based on individualized classification reviews, and directs and oversees inmate movement between DOC facilities and levels of community supervision.  Collier has completed numerous specialized training courses, including the FBI LEEDA Executive Leadership Institute and Supervisor Leadership Institute, and is a 2020 graduate of the Delaware State Police Civilian Leadership Development Program.  In April 2021 she was named DOC Employee of the Year for her leadership in returning to Delaware 300 inmates who were temporarily housed in Pennsylvania. Collier led that mission which was made more challenging by COVID pandemic by facilitating constant communication between the states, collaborating with Wardens and DOC healthcare staff, completing hundreds of classification reviews, and ensuring that complex transportation arrangements were developed and carried out.  She earned a Bachelor of Science Degree in Criminal Justice and Master of Science Degree in Public Administration from Wilmington University and a Project Management Professional Certificate from the University of Delaware.

In 1997, Susan Gagnon began her career with the Maine Department of Corrections as a Juvenile Probation Officer. She was promoted to Regional Correctional Manager in 2007, supervising and coaching the probation officers, in evidence-based practices and current correctional practices.
In 2011, she was promoted to Regional Correctional Administrator, supervising a nine-county division within the Department of Corrections of juvenile probation officers. Susan transferred to the Adult Division of Probation and Parole in 2013, coordinating all functions of a seven-county region, including programming, recruitment and policy development. 
In 2019, Susan was promoted to Director of Adult Community Corrections, managing a sixteen-county division for the State of Maine. The Director is part of the Executive Leadership Team for the Commissioner of the Department of Corrections. Her responsibilities include developing and implementing policies & initiatives, supporting the goals and objectives of the department and providing guidance to the community stakeholders to the mission of the department. 
In addition to these responsibilities, Susan is responsible for the coordination of the Parole Board and Executive Clemency Board in the State of Maine. She has served  as a Board Member with the New England Council on Crime and Delinquency since 2014 .

David L. Cady Deputy Director, Division of Field Services, NH Department of Corrections:

Mr. Cady has served as the Deputy Director of the Division of Field Services since July 2020. In this role, he serves and directs all central office activities in the areas of collections, Interstate Compact, fugitives, and all related records. Mr. Cady serves as acting Director for the Division to fulfill all responsibilities in the absence of the Director. In addition, he leads, maintains, and develops the Division’s training programs. He assists in monitoring and preparing budget expenditures as well as developing legislation and participating in legislative hearings. Prior to this role, Mr. Cady was a Chief Probation/Parole Officer for 19 years and a Probation/Parole Officer for 5 years. He works closely with victim services as well as community corrections. Mr. Cady was awarded, a BS in Psychology in Human Services from Lyndon State College.

Chairman Samuel J. Plumeri, Jr. serves as chairman of the New Jersey State Parole Board. In this capacity, he oversees an organization that serves as the state’s lead reentry agency working to ensure that ex-offenders return to society as law-abiding citizens. Additionally, Mr. Plumeri is charged with reducing the state’s recidivism rate.

 

Prior to joining the New Jersey State Parole Board, Mr. Plumeri served at the Port Authority of NY & NJ as Superintendent of Police and Director of Public Safety.

 

Chairman Plumeri was appointed Mercer County Sheriff in 1990 and then won several elections thereafter.

 

Chairman Plumeri began his law enforcement career when he joined the Trenton Police Division, serving as a patrol officer until he was promoted to the department’s Special Services Unit. He then eventually was appointed Chief of Intelligence where he led the Trenton-Mercer Organized Crime Strike Force.

 

Chairman Plumeri has also served as a guiding force for Capital Health System for 16 years, helping to lead the health care system as a member of the Board of Directors from 2003 to 2018. In 2015, Mr. Plumeri was appointed Chairman, Board of Trustees—a role which he still holds.

Christian M. Stephens is currently the Deputy Secretary of Field Services overseeing all of state parole supervision and centralized services staff.  Mr. Stephens is the first to hold this title due to the MOU signed between the PA Board of Probation and Parole and the PA Department of Corrections in October 2017 and the official merger through legislation in July 2021.  Mr. Stephens has worked diligently to help model the combined agency structure to create efficiencies and improve combined agency effectiveness.  Prior to the MOU Mr. Stephens had the same role but was titled the Director of Field Supervision Services.


Since taking this role in June 2016, Mr. Stephens has worked to improve accountability, use of evidence-based practices, utilize technology to reduce costs by going paperless and reducing office space, and increasing parole’s collaboration with the communities throughout the Commonwealth.   Since June 2016 two parole offices have closed, all paper files have been uploaded to an electronic records system, all agents have received training in evidence-based practices such as EPICS, agents are performing their required job functions in a timely manner at a rate of 90% or higher, and recidivism has decreased for those on parole.  Mr. Stephens’ philosophy is to constantly look for ways to improve and build on to the current structure.


Mr. Stephens has worked for state parole in various roles for over eighteen years starting as a Field Agent.  Prior to working for Pennsylvania Board of Probation and Parole he was employed by Philadelphia County Probation Department as a specialized agent in the Youth Violence Reduction Program.  


Mr. Stephens served in the U.S Army as a member of the 82nd Airborne Division. He was the recipient of many military awards and was honorably discharged after four years of service.  


Mr. Stephens received his Bachelors of Arts degree in Geography, with an area of concentration in Urban Planning from Fayetteville State University and went on to attain his Master of Arts degree in Clinical Counseling Psychology from Eastern University.


Mr. Stephens currently holds many certifications in the fields of Psychology and Offender Work Force Development.


Mr. Stephens was appointed by Governor Wolf on September 27, 2021 as the Pennsylvania Compact Administrator of the Interstate Commission for Adult Offender Supervision.

Raquel Colón was appointed Deputy Compact Administrator and Commissioner in 2010. She also serves as the Coordinator of Inmates in US Prisons for Puerto Rico. Prior to this position, she was a Case Manager. Every legal situation of PR’s probationers, parolees and inmates with another jurisdiction goes through this office, including transfer requests of inmates to the Federal Bureau of Prisons. Wayne began his career in 1987 as a Law Enforcement Specialist in the United States Air Force working patrol and corrections. Six years later he separated from active duty to become a Correctional Officer progressing through the ranks to Warden for a municipal ACA accredited facility in Rhode Island. Wayne has over thirty-five years of jail and prison experience as a practitioner, auditor, and administrator. Wayne is currently the Acting Director of the Rhode Island Department of Corrections. Since joining the department in March 2016, Wayne has served in the roles of Deputy Warden and Warden of the departments Intake Service Center.
