Executive Chair Award

Every year, the chair has the honor of presenting an award to a commissioner who makes essential and lasting contributions to the Commission. The individuals recognized through this award embody qualities of leadership, service, and commitment. They inspire us and lift the Commission through their efforts.

Joselyn López (WI)

Joselyn López was appointed as Interstate Compact Administrator for the State of Wisconsin in June 2017. She has been a member of the ICAOS Information Technology Committee since 2017, joined the Rules Committee in 2018, and was appointed as chair of the Training Committee in 2019.

Executive Director Award

The recipient of the Executive Director Award exhibits outstanding leadership skills and dedication to the Interstate Commission through extraordinary service. This individual is a Compact Administrator or Deputy Compact Administrator who:

  • Promotes the Spirit of the Compact;
  • Advocates the values and mission of the Commission;
  • Demonstrates achievements in the successful movement of offenders and their reintegration into society;
  • Employs strategies for ensuring public safety;
  • Effectively communicates with other Compact professionals.

Mark Patterson (OR)

Mark Patterson currently serves as the Deputy Compact Administrator for the Oregon Department of Corrections. Mark oversees the Compact operations for Oregon’s 36 Counties, as well as the Earned Discharge, Family Alternative Leave and Short Term Trans Leave programs for the ODOC.

Peyton Tuthill Award

The Peyton Tuthill Award goes to a legislator, victims’ advocate, law enforcement officer, or another individual with demonstrated exceptional leadership and service to the Commission. While recipients are not professionally involved in the Compact, their outstanding contributions uphold the Commission’s mission to promote public safety, improve offender outcomes, and protect victims. Peyton Tuthill became an unfortunate symbol during the development of the Compact. Her tragic death served as a daily reminder to policymakers across the nation as to why this Compact and its tenets were critical to the preservation of public safety. Today, her memory continues to shape discussions and policies regarding public safety. This award pays tribute to the success of the Compact and its mission, and it honors Peyton and her family.

John Gillis (NOVA)

John W. Gillis has a strong background in management and supervision with more than 5 decades of experience in supervisory and management positions. Management positions held include Lieutenant Los Angeles Police Department, Chairman California Board of Prison Terms, Director Office for Victims of Crime, and Chief Maricopa County Victim Services.
